Arian 64f6692e6a FP6: Disable all CLO-specific perf features
This tried to enable plenty of features which we do not support on
AOSP, like silky scroll and learning module. It also set some
properties for CLO additions to lmk, BoostFramework and other changes.
None of these are relevant for us on AOSP.

The perf stack skips the regular interaction boost when silky scroll is
enabled, so disable all the CLO features to get the regular interaction
and launch boosts working when sent via the qcom power aidl.

The new perfconfigstore.xml is constructed from the properties read by
the HAL:
* Remove perfconfigstore.xml
* setprop vendor.debug.trace.perf.level 1
* stop perf2-hal-1-0 && start perf2-hal-1-0
* Observe which properties it tries to get in logcat
