Ido Ben-Hur d3891530e3 Tethering: Fix allow clients to use VPN toggle post QPR2 
Observe VPN connections for this - needed after QPR2:
Some intent that was fired when a VPN connection was established is no more
Before this change the user had to re-toggle after VPN connection for it to work
